Look up filing records for one member and day

Availability of requests for the matched member and IPS on one calendar day. The provider filing search is institution-wide after site admission. Returns a count or location_required with permitted choices. Start without branchId or siteId. For location_required, repeat with the chosen ID in field, or pass nextChoiceCursor as choiceCursor for more choices.
